You raise an interesting issue.
Assuming Klempner is not a pervert himself, why else would he hang around such an unsavory collection of vile reprobates? Klempner thought he was just pulling a Tom Sawyer--conning the naïve into providing him with free labor to line his own pockets in return for the glory of a brief credit in one of his obscure little books.
But then Klempner clearly changed in his outlook toward unaccredited schools. Where once they were, at least, tolerated and more often than not encouraged and even touted, suddenly he jumped on the "unaccredited is evil" bandwagon. We assumed it was just his usual motivation: there was more money in it for him to promote businesses with billion-dollar endowments than to promote small startups or nonprofit businesses with few or no assets. But what if it was something else?
Perhaps the elderly Klempner hit the intellectual skids sooner than we thought? Perhaps the degenerates who befriended him had in fact realized Klempner was losing it and began to manipulate him to do their deviant bidding? That might explain how the holder of one day's "good choice" degree suddenly became the next day's "buffoon." Once the perverts had succeeded in infiltrating and taking over the higher education establishment, the last thing they would want is, say, religious groups or liberty-minded entrepreneurs competing against their entrenched interests. Who better to use to drive a stake in the heart of freedom than one of it's previously staunch advocates? The obvious inconsistencies could be explained away simply as "evolution" the way Dear Leader covers his lies, or attacked ad hominem as "degree mill propaganda."
The problem I see with that scenario is that you would have to believe that a duo of deviant dolts like Tailpipe Chip and Levijerkoff were clever enough to hoodwink Klempner. I think even a doddering, senile Klempner has more on the ball than those two sodomite simpletons combined.
