Foerster Sees The Light?

Now, I have to admit that I'm not exactly expecting decision makers in India to read my article and say, "Wow, so that's what we ought to do. Let's implement Steve Foerster's brilliant plan immediately!" But it would be nice to find out that it influenced someone's thinking along the way, even to some smallest extent. I suppose that's what a life of this sort of scholarship would mean, that one hopes one's ideas will have any influence at all on what happens in the real world. After all, scholarly papers aren't known for being the primary catalyst for societal change.
