At the moment it looks like Wideload Wyman finished with a big Number Two, but with mail-in votes still to be counted anything is possible in Illinois politics.

The Rantoul Press reports:

When the final count was revealed about 9:45 p.m., Sullivan had 8,967 votes to Wyman's 8,819.

. . .Both Sullivan and Wyman left their male competitors, Troy Lozar and David Moore, in the dust, outdistancing them by a more than 5-to-1 margin.

Lozar netted 1,707 votes and Moore was a mere eight behind him at 1,699.

However, the "unofficial" count from the Champaign County clerk shows:

URBANA -- The runner-up in Tuesday's Democratic primary for a Champaign County judgeship said she intends to ask for a full recount of the paper ballots.

"With the vote count this close, I think either side should want that," Urbana attorney Ruth Wyman said Wednesday, less than 24 hours after her apparent second-place finish to Ramona Sullivan.

Around 9:45 p.m., when returns posted on County Clerk Aaron Ammons' website reported all 118 precincts had been counted, Sullivan was ahead by 148 votes.

On Wednesday, that site had slightly higher numbers for the four candidates, but Sullivan was still in front by 157 votes. Troy Lozar remained in third and David Moore in fourth place.

Neither Ammons nor his chief deputy, Angie Patton, returned calls to explain the differences. ...

Special prosecutor to review allegations against Urbana legislator

URBANA -- A special prosecutor has been appointed to look into allegations that State Rep. Carol Ammons, D-Urbana, took a designer handbag from an Urbana resale store without paying for it earlier this month.

Last week, Presiding Judge Tom Difanis appointed the Office of the State'’s Attorney Appellate Prosecutor to review Urbana police reports generated about a Jan. 7 incident in which Ammons allegedly took a Coach purse from the Carle Auxiliary Resale Boutique, 810 W. University Ave., U.

Ammons did not return calls seeking comment, but her husband, Champaign County Clerk Aaron Ammons, told The News-Gazette on Friday: "This is a non-story and a basic misunderstanding, and that's all you're going to get from me."

He said he and his wife are aware the case is being reviewed for potential criminal charges by the appellate prosecutor in Springfield.

Capt. Jason Henderson of the Illinois State Police Zone 5 office in Champaign said his office forwarded reports on an investigation done at the request of Urbana police "he declined to say what they investigated" to the appellate prosecutor on Jan. 17.

"They are reviewing a case we investigated for the possibility of prosecution," said Henderson, adding it "would be inappropriate for us to release any information when it's in their hands."

Patrick Delfino, director of the appellate prosecutor's office in Springfield, confirmed it is involved in an unspecified case from Champaign County.

"I can only say we've been appointed to a case that involves retail theft and it would be inappropriate to make any additional comments on a pending case investigation," Delfino said.

Of the about 60 lawyers who work in that office, Delfino said 16 "highly experienced" attorneys act as special prosecutors to handle cases statewide for county prosecutors who are unable to do them.

The investigation said Ammons, 47, allegedly left the resale shop without paying for the $80 purse.

Store officials reported the incident to Carle security officials. The shop is equipped with security cameras that recorded Ammons' presence. Carle officials contacted Urbana police Jan. 10.

Urbana police then sent the video and their report to State's Attorney Julia Rietz, who immediately asked Difanis to appoint a special prosecutor, which he did Jan. 14.

Rietz put out a brief release Friday confirming that she had asked Difanis for a special prosecutor to look into an Urbana police report that was referred to Illinois State Police for further investigation.

"All individuals are presumed innocent until proven guilty. As this order was sought as part of an impending (sic) investigation, I have no additional comment at this time," Rietz wrote.

The city of Urbana declined a Freedom of Information Act request from The News-Gazette to release the report on the grounds that it had been forwarded to the Illinois State Police to investigate. State police have not yet responded to a similar FOIA request.

In her motion asking for a special prosecutor, Rietz said that "prosecution of the suspect in this matter by the State's Attorney's Office could be a conflict of interest for the office or alternatively could create the appearance of an impropriety."

The apparent conflict is that Rietz's office represents the county clerk's office. Rietz and the Ammonses are all active members of the Champaign County Democratic Party.

Although Rietz's written motion for a special prosecutor does not name Carol Ammons as the subject of the police reports, Rietz would have been required to give Difanis an oral summary of the facts so he could decide if a special prosecutor was warranted.

Carol Ammons is a former Champaign County Board member and served on the Urbana City Council immediately prior to her election to the Illinois House of Representatives in November 2014. She represents the 103rd District, which includes most of Champaign and Urbana.

The Carle Auxiliary Resale Boutique is staffed by and benefits Carle Auxiliary. The store carries upscale items in good condition including clothing, accessories, home decor, paintings, cards, DVDs, CDs and books.

Proceeds from sales at the resale shop enable the auxiliary to fund the 12-bedroom Carle Auxiliary Guest House, where family members of intensive-care patients are allowed to spend the night for free, and scholarships for nurses, according to Marty Edwards, area chairman of the resale boutique.

Edwards told The News-Gazette she was aware a purse had been taken without payment but knew little else about the incident. She could recall only one other time when items were stolen. Many of the shop's customers are regulars, she said.

The week after the bag went missing, there was a sign on the shop's cash register that said: "We had an $80 Coach purse taken. Stay focused on shoppers. Mingle with them."

This is too funny. The county clerk is a convict! Convicted of felony heroin possession with intent to distribute, and violated his probation too. He got a pardon from the governor, but his right to own a firearm was not reinstated. As Stalin said, it's not who votes, it's who counts the votes. This is definitely the guy every Bernie-tard would want counting the votes.

A special prosecutor has been appointed to consider formally charging State Representative Carol Ammons with retail theft for shoplifting a used Coach purse from a charity thrift store in Urbana, IL on Jan. 10th. Store surveillance video recorded the incident at the Carle Auxiliary Retail Boutique.

Ammons, who has shown nothing but overt antagonism for gun rights, claims it was all just a "misunderstanding."

URBANA, Ill. (NEXSTAR) -- A court-appointed special prosecutor is investigating whether or not there is probable cause to charge state Representative Carol Ammons, a Democrat from Urbana, for allegedly stealing a purse from the Carle Auxiliary Resale Boutique on Friday, January 10th.

The item, said to be a Coach purse, was worth an estimated $80, according to sources who were present. Those sources also say that wads of paper used to fill purses for display purposes were laying on a floor in a dressing room; the tag from the purse was also found on the floor.

Ammons' legislative aide, Jenna Sickenius, emailed a statement on behalf of Ammons, calling the incident "a non-story about a simple misunderstanding."

A simple misunderstanding? Really?

An elected State Representative didn't understand that she was to pay for merchandise before walking out of a charitable thrift store?

The Champaign News-Gazette reached Carol Ammons' husband Friday. From the News-Gazette:

Gosh, that almost sounds like a rehearsed answer, doesn't it?

And frankly, they should be in full damage control mode. Here's a powerful woman with a good job. And she's accused of stealing from a charity. How pathetic is that?

And we might also add that the store's sales fund very admirable charitable goals as well. From the News-Gazette:

Meanwhile her husband Aaron Ammons is no stranger to the criminal justice system. He has worn silver bracelets plenty of times himself. Even resisted arrest, too.

Aaron Ammons was first arrested and charged with two felony counts; possession of a controlled substance, aggravated battery/intimidation of a witness in 1992.

In 1993 he was arrested and charged with felony possession of a controlled substance, then in 1994, arrested and charged with the felony delivery of cannabis and resisting a peace officer. Of the 4 separate cases, he faced a jury trial on his first 1992 charge and was found not guilty. The other charges were dismissed.

In a 1993 felony arrest, he was convicted of felony heroin possession with intent to distribute. He recieved probation which he violated in 1995 and was again sentenced to probation, this time for 24 months.

January 2, 2015, Ammons filed his petition for a pardon from then Governor Quinn with the Illinois Prison Review Board. The law that covers that process can be found at this link. As previously reported by the News-Gazette, Ammons pardon was unlike others and politics played a key role.

Yes, Ammons got a pardon and expungement of his records. With the exception of his right to keep and bear arms. He remains a prohibited person unless the Illinois State Police have restored his right to possess firearms.

He wanted to be able to own firearms once again, too.

A request to the Illinois Prison Review Board (PRB) resulted in 84 pages of documents including the pardon which also included an exclusion for possession of a firearm. I found that odd as the application was marked requesting full reinstatement of rights to include possession of a firearm, of which Quinn did not honor.

The rules applying to a pardon outline the petition for pardon must be provided 75 days prior to a public hearing on the petition. Ammons submitted his application 10 days prior to the last possible day Governor Quinn could issue a pardon. If integrity is a man's capital, where was the integrity in not following the rules in seeking a pardon?

Ammons initially failed to notify the State's Attorney and his sentencing judge or Chief Judge of the circuit he was convicted in that he was requesting a pardon from Governor Quinn. When he corrected that error, he failed to provide confirmation to the PRB as required. Ammons failure resulted in his petition being removed from the hearing docket as it was deficient--yet he was pardoned by Governor Quinn.

The hearing that Ammons marked "yes"? for on his petition never happened. Those hearings are designed for all interested parties to be able to be heard on why the person should or should not be granted a pardon. From those hearings, a recommendation is made to the Governor. In this case, all the key procedural requirements followed by others were ignored by Ammons--yet he was pardoned by Governor Quinn.

After his pardon, Ammon has run for public office as a Democrat and won. He currently serves as the Champaign County Clerk.

And while Carol Ammons has consistently proven her antagonism towards gun rights for the law-abiding in Illinois, she has eagerly fought for the rights of criminals and soft-on-crime policies.

In fact, she was the chief co-sponsor of a bill to raise the felony threshold on retail theft from $300 to $2000! Not only that but her bill, HB-1614, would remove the felony aggravating factor of a previous retail theft conviction.
How convenient, right?

But that stolen purse was just a misunderstanding, right?

As they say in Illinois, it's not who gets to the judge, it's who gets to the judge last. Probably works the same way with the county clerk too. Latest (March 20) unofficial results from the Champaign county clerk (convict Aaron Ammons) show Mudshark Sullivan has increased her lead over Wideload Wyman, the candidate endorsed by convict George Gollin:

I also want to commend the Champaign County Clerk and his entire team of staff and election judges for their excellent work. In the face of a global pandemic in these unprecedented times, they did everything they could to ensure that as many people as possible got to the polls. I am proud to have a County Clerk Office that cares as much as they do about voting rights.

Ha ha, not "commending" him for ensuring that as many registered voters as possible got to the polls, just as many "people" as possible got there, registered or not, eligible to vote or not, dead or alive, and twice or more is not enough.
