The tipping point in this was when the US government got the Liberian government to pull the rug out from under her on accreditation.  By whom or how that was done still seems unclear, but it's hard for me to believe that a lightweight like Gollum had enough (or any) sway with US pols to make that happen.  

But it wouldn't have happened at all if she had spent some of that offshore money with a sympathetic congressman or senator or two.  Microsoft didn't use to throw any money at pols either, until after they got hit with that retarded antitrust suit.  Same deal on a smaller scale for Dixie.  

It probably never occurred to her that the US government is at least as corrupt as the Liberian government, probably more so.  That's the sad thing, because if she really was as big a crook as the clones would like us to believe she would have been hip to that. Instead she just strolled right along like a babe in the wilderness. And got eaten by the socialist wolves.

since those are backstage deals and "unofficial" favors (like "lost blank passports" supplied for a reasonable fee by some small time bureaucrat ), as soon as the spotlight hits, none knows you anymore and you are a crook and holy cow, Mary and Buddha...how DID those passports ever end up there?
As well, it is reasonable they would bribe only a few key people, not the entire education establishment.
As well, big brother that might have been lenient about it now wants to squeal sky high as the swine it is to let everybody know it all happened unbeknownst to it and at worst its good intention were abused by hardened crooks...

1). She was a strong woman,
2). A hard worker,
3). Self-reliant,

5). Pulls down more cash in a week than Gollin has in his life,

and that, of course, Gollin is:

1). Elitist,
2). Sexist,
3). Hates strong women, and
4). Subjects the world to his (as you so artfully put it) "sphincter of scrutiny".

When you have an industry ruled by an entrenched cartel, which regulates the entry of competition into the field and evaluates the alleged quality of that competition, this is the result you get.

In the 1950's Toyota manufactured cars that, by US standards of the time, were small, unreliable, underpowered, ugly and difficult to maintain or repair due to lack of parts and trained mechanics.  If the auto companies then had a cadre of shills and wannabes like the higher education cartel has today, Toyota would have been banned from the country.  

"OMG, what if one of those small, unreliable cars were to break down on the freeway???  Somebody could get killed!!!!  The Russians could sabotage US commerce by jamming up all the roads with broken down Jap cars!!!!!  Congress ought to pass a law to protect us all...."

Thankfully the likes of Bear and Gollum were not around back then, or we wouldn't be able to enjoy the world standard of quality automobiles that Toyota produces today.  

Likewise, when any of a number of "non-traditional" programs started, were they much different than SRU?  Weren't people saying the exact same things about Nova a few decades ago?  (And still are, in some places.)  

They were saying the same things about CCU in Congress only weeks before it was accredited.   In its early days CCU was a "pay and play" operation little if any different than SRU, as Bear himself has described it in his books.  

CCU existed and thrived under the lax California laws of the day.  SRU found a venue with similarly lax laws and, at least initially, thrived as well.  

Whether SRU would have turned the corner and become a full-fledged member of the cartel we never will know.  But given that money seems to be the foremost criteria for cartel admission, it seems that it would have been just a matter of time before Dixie accumulated a sufficient war chest to pay the toll.

degree mills are a joke, but state and other universities exist that run two parallel degree-assembling chains...the hard way for common people and the easy way for "special interest groups" and other apples of the liberal-lefty eye.
When I would relate difficulties i might be experiencing, faculty would shrug it off "Well, if you can't stand the heat, stay out of the kitchen" sort of way (and i was paying full international tuition fees ). I remember the day they awarded Abdul from Pakistan a sound B. The "barely passing" mark was C, but Abdul got to have B -professor explained- to "avoid problems". Abdul could barely speak and out of a 1h conference of his, bleeding-heart lefties tried hard but could only get a sentence or two straight, not to mention the wanton arguments. Abdul was on some "bring democracy over there" scholarship.
It is all the more frightening that anyone with enough money can hire "celebrity faculty" or build a campus and turn from ebay degree seller to accredited provider for the asking.
After all, if i had enough money, Bill Clinton and Mikhail Gorbaciov might give me private tuition in my living room...
