Homeland Security Secretary Janet Napolitano will resign her Cabinet post to become the next president of the University of California system, administration officials said Friday.

Napolitano's departure comes amid a high-profile legislative push for comprehensive immigration reform.

During her time heading the DHS, Napolitano has been a vocal proponent of the legislation, which would provide a pathway to citizenship for those already in the nation illegally, touring border areas and lobbying lawmakers.

Napolitano has also been a frequent target of conservatives, who have criticized the DHS on a multitude of issues, including its decision to impose more invasive searching procedures in airports after a failed terrorist attack.

The tougher procedures earned Napolitano the infamous nickname "Big Sis" from the Drudge Report, a leading news aggregation website.

In a statement Friday, Napolitano said her tenure had been defined by working with President Obama and the staff of the DHS to "minimize threats of all kinds to the American public."

"The Department has improved the safety of travelers; implemented smart steps that make our immigration system more fair and focused while deploying record resources to protect our nation’s borders; worked with states to build resiliency and make our nation’s emergency and disaster response capabilities more robust; and partnered with the private sector to improve our cybersecurity," she said.

"I thank President Obama for the chance to serve our nation during this important chapter in our history, and I know the Department of Homeland Security will continue to perform its important duties with the honor and focus that the American public expects."

President Obama heralded Napolitano's "outstanding work on behalf of the American people" in a statement, noting her work coordinating responses to natural disasters like the Joplin tornado and Hurricane Sandy.

"Since day one, Janet has led my administration’s effort to secure our borders, deploying a historic number of resources, while also taking steps to make our immigration system fairer and more consistent with our values," Obama said. "And the American people are safer and more secure thanks to Janet’s leadership in protecting our homeland against terrorist attacks."

Confirming a new DHS secretary could prove a particular challenge for the White House because of the role the department could play in implementing the new immigration reform package.

Under the Senate bill passed late last month, the DHS would be charged with implementing the E-Verify program requiring employers to verify the status of workers, as well as new border security measures Republicans see as essential to the immigration effort.

It's also possible that Senate Republicans could hold up a nomination in protest of the Obama administration's decision last year to suspend the deportation of certain illegal immigrants who entered the country as children.

"Well, that'll be fun. A new DHS Secretary in the middle of the immigration debate," Brendan Buck, a spokesman for House Speaker John Boehner (R-Ohio), tweeted Friday.

Sen. Jeff Sessions (R-Ala.) said Napolitano’s tenure was "defined by a consistent disrespect for the rule of law" that has caused the morale of immigration offiicers to plummet.


"Any selection — interim or permanent — to replace Secretary Napolitano must disavow these aggressive non-enforcement directives or there is very little hope for successful immigration reform," Sessions said in a statement.

House Homeland Security Chairman Mike McCaul (R-Texas) said that Napolitano's "departure is a substantial addition to the growing list of unfilled key leadership positions within the Department, and the Administration should move swiftly to fill the gaping holes in its management."

Christian Beckner, the Deputy Director of the Homeland Security Policy Institute at the George Washington University, noted in a blog post Friday that there are now 15 senior-level vacancies at DHS, including the deputy secretary, under secretary for intelligence and analysis, commissioner of Customs and Border Protection, and the director of Immigration and Customs Enforcement.


Conservatives began targeting Napolitano early in her tenure after the release of a DHS memo examining right-wing extremism.

The document, made public in 2009, suggested that the election of the first African American president, Democratic pushes for gun control, and the economic downturn — among other factors — could inspire growth of right-wing extremism.

The report also suggested that extremist groups would attempt to recruit and radicalize military personnel returning from the wars in the Middle East, earning broad condemnation from veterans groups.

Napolitano also came under fire for telling CNN in 2009 that "the system worked" during the attempted bombing of Northwest Airlines Flight 253 on Christmas Day.

Umar Farouk Abdulmutallab, a 23-year-old Nigerian al Qaeda operative, was unable to detonate the plastic explosive sewn into his underwear. Napolitano later clarified for her comments in an interview with NBC News, arguing her remark had been taken out of context and that no one "is happy or satisfied with" that the bombing very nearly occurred.

That attempted attack, in concert with other terrorist targeting of commercial airliners, led DHS to implement more invasive screening processes at the nation's airports — leading to protest from some Americans who objected to screening machines that could see through clothes and more aggressive pat-downs.

“I knew I’d actually made it when I had my own name in the Drudge Report. You know, that’s the standard," Napolitano said at a December 2011 event at the Council of Foreign Relations.

In announcing their decision, the leader of the search committee that picked Napolitano said the was the right person to lead the state's flagship university.

“While some may consider her to be an unconventional choice, Secretary Napolitano is without a doubt the right person at the right time to lead this incredible university," Sherry Lansing, the UC regent who led the search committee, said in a statement obtained by The Los Angeles Times.

"She will bring fresh eyes and a new sensibility -- not only to UC, but to all of California. She will stand as a vigorous advocate for faculty, students and staff at a time when great changes in our state, and across the globe, are presenting as many opportunities as challenges.”

More recently, Napolitano was criticized by Republican lawmakers after revelations about suspected Boston Marathon bomber Tamerlan Tsarnaev.

Tsarnaev's travel to Russia in 2012 — during which some have speculated he was radicalized — went unnoticed by a travel screening system because of a typo. Because of the misspelling, the FBI — who had be warned by Russian authorities that Tsarnaev could be linked to terror groups — was unaware of his travel.

Napolitano was also the target of a July 2012 lawsuit alleging gender discrimination against male staffers at the Department of Homeland Security.

PARK RIDGE, Ill. — The Big Ten female athlete of the year award no longer is named for the Olympic track star from Wisconsin who later acknowledged working as a prostitute.

Big Ten spokesman Scott Chipman said Tuesday that Suzy Favor Hamilton’s name was removed from the award after discussions between the league and Wisconsin.

Minnesota hockey player Amanda Kessel was named the winner last week. Kessel was also the national player of the year after leading the Gophers to an undefeated season and a second straight NCAA title.

Favor competed in the Olympics in 1992, 1996 and 2000. The Smoking Gun website in December first reported that Favor Hamilton had worked as a $600-an-hour escort in Las Vegas. She described it as a “coping mechanism” tied to depression and other personal issues.

Favor Hamilton, 44, was the Big Ten’s female athlete of the year three straight times beginning in 1988 and one of the most celebrated athletes at Wisconsin. She won seven U.S. national titles, her last in 1999.

Before her double life was revealed, she had been hired for speaking engagements at Disneyland and was pitchwoman for the Wisconsin Potato and Vegetable Growers Association.

Favor Hamilton said in a series of tweets last year that her work as an escort provided an “escape” for her.

“I do not expect people to understand,” she tweeted. “But the reasons for doing this made sense to me at the time and were very much related to depression.”

Favor Hamilton had told the Milwaukee Journal Sentinel in 2012 that she dealt with anxiety, an eating disorder and struggled with postpartum depression after the birth of her daughter.

At the time of that interview, she was doubling as a call girl going by the name “Kelly Lundy.”

A [regionally accredited] Sonoma State University student was ordered to remove a cross necklace by a supervisor who thought other students might find it offensive, in a case that prompted even one campus official to speculate that “political correctness got out of hand.”

Audrey Jarvis, 19, a liberal arts major at the northern California university, said she had no choice but to seek a “religious accommodation” in order to wear the cross. Her lawyer said she deserves an apology, and the school seems ready to oblige.

“It’s amazing in this day of diversity and tolerance on university campuses that a university official would engage in this type of obvious religious discrimination,” said Hiram Sasser, an attorney with Liberty Institute, which is representing Jarvis.

Jarvis was working for the university’s Associated Students Productions at a June 27 student orientation fair for incoming freshmen when her supervisor told her to remove the two-inch-long cross necklace, according to Sasser.

Sasser said the supervisor told her that the chancellor had a policy against wearing religious items and further explained “that she could not wear her cross necklace because it might offend others, it might make incoming students feel unwelcome, or it might cause incoming students to feel that ASP was not an organization they should join.”

“My initial reaction was one of complete shock,” Jarvis told Fox News. “I was thrown for a loop.”

Jarvis said she is a devout Catholic and she wears the cross as a symbol of her faith in Christ.

“I was offended because I believe as a Christian woman it is my prerogative to display my faith any way I like so long as it is not harming anyone else,” she said. “I was very hurt and felt as if the university’s mission statement – which includes tolerance and inclusivity to all – was violated.”

On a second encounter, her supervisor told her she should hide the cross under her shirt or remove it.

At that point, Jarvis became so upset she left her student worker job early.

Sasser, who is representing the college student, said the university should apologize for their actions.

“It’s unfortunate there are university officials out there who think that it’s okay to tell Christians to hide their faith – but would cringe if somebody said the same thing about hiding someone’s pride in whatever political or cultural affiliation they may have,” he told Fox News.

He said the law is clear on the matter – “state employees may wear crosses while they are performing their duties as long as the wearing does not interfere with the employees’ duties or harm the employer’s business interests.”

University spokeswoman Susan Kashack confirmed to Fox News that the incident occurred and expressed extreme regret.

“Someone who works here was concerned that the cross might be off-putting to students who are coming to campus for the first time,” she said, adding that the supervisor was “completely wrong.”

“It was absolutely an inappropriate action for him to make that request of her,” she said.

Kashack said Sonoma State President Ruben Arminana was “angered” by the incident and they are trying to contact Jarvis so they can apologize.

“The president was very upset about it and asked me to contact Miss Jarvis and give a profuse apology,” she said.

She said they have spoken with the employee involved in the incident but won’t reveal the contents of their discussion or whether he was punished.

“Things like this don’t happen here,” she said. “It’s very unusual. People here are very aware of discrimination. It’s possible that political correctness got out of hand.”

Audrey’s mother, Debbie, told Fox News she was devastated when she heard what happened to her daughter.

“She’s a strong Christian, a faith-filled young woman who spent her summers at Catholic camp,” Jarvis said. “She’s just full of the Lord.”

Audrey called her parents after she was told to remove the cross and Mrs. Jarvis recalled an emotional conversation.

“She doesn’t wear the cross as a fashion statement,” she said. “It’s a statement of her faith.”

As she tried to console her daughter, Jarvis reminded her that “we are still one nation under God.”

“And she told me, ‘Mom, it doesn’t feel like that here,” Jarvis said. “Our faith was attacked. It’s unnerving. I know what’s going on in this country. I know Christianity is being attacked. Now, I know it first-hand and it sickens me and saddens me.”

Jarvis said it’s time for people of faith to take a stand.

“We need to band together as Christians and fight back,” she said.

Why does White Anglo-Saxon Calgary have a serious flood with 100,000 people evacuated with almost a complete lack of drama? As far as can be determined only 3 people died being swept away by a river and only 1,500 people showed up at emergency shelters provided. No Superdome disaster - no FEMA death camps. Go figure.

Calgarians, for the most part, are quite wealthy with multiple vehicles to get out of Dodge and motorhomes to live in or at least a credit card to rent a room. They also have this thing called friends and relatives to bunk with.

I suspect society in New Orleans broke down because it was broken long before Katrina.
